Agricultural Pesticides

The Agri-Food and Veterinary Authority of Singapore (AVA) controls agricultural pesticides used in the commercial cultivation of plants in Singapore under the Control of Plants Act and the Control of Plants (Registration of Pesticides) Rules. Any pesticide not registered with AVA are not allowed to be used in the local agricultural farms.

The purpose of the registration of pesticides, together with certification of pesticide operators, is to ensure environmental safety, workers' safety (during pesticide application) and food safety (when used on food crops). All documents submitted during application for registration are carefully evaluated to ensure compliance with AVA's requirements before AVA would register them.

For your information, the Pollution Control Department (PCD) of the National Environment Agency (NEA) controls pesticides listed as hazardous substances under the Environmental Protection and Management Act (EPMA). A licence may be required for import, use and sales of these hazardous pesticides. Registration of agricultural pesticides

Anyone who manufactures, imports, distributes, supplies or sells pesticides intended for agricultural use may apply for the registration of the pesticide products. The applicant is required to register with the Accounting and Corporate Regulatory Authority (ACRA) under the Business Registration Act (Cap. 32) or in the case of a company incorporated or registered under the Companies Act (Cap. 50).

The applicant is required to submit to AVA a duly completed application form together with the required documents related to the product . Applicant should also attach a sample of the proposed label.

The duration of the evaluation of the application will be based on the completeness of the information provided.

When a pesticide product is approved, a Certificate of Pesticide Registration, together with a designated AVA Registration Number, is issued. The AVA Registration Number is to be printed on every product label of the registered pesticide product. This will facilitate the farmers to identify the pesticide products registered with AVA.

Certification of pesticide operators

Application of pesticides for the commercial cultivation of plants must be carried out or supervised by a pesticide operator certified by the AVA, in compliance with the Control of Plants Act . This is to inculcate good agricultural practices in the use of pesticides in the farming of ornamental plants and production of pesticide-safe fresh fruits and vegetables. Certified pesticide operators shall be able to read and understand labels of pesticide products and know safe usage of pesticides as well as protection of the pesticide users and environment against the pesticide's side-effects.


Application of certification of pesticide operators

The owner or an employee of a commercial farm producing fruit crops, vegetable crops or ornamental plants for sale may apply to the Director-General, Agri-Food and Veterinary Services to be certified as a pesticide operator. For guidelines on pesticide operator's certification, please click here.

Requirements for certification of pesticide operators

Pesticide operator certification is a vocational certification for individual. Applicant must be 18 years of age and above, who is a fit and proper person to be entrusted to use pesticides safely, and is able to read and understand instructions on a pesticide label. The applicant will be informed to sit for a written (multiple choice) AVA pesticide operator proficiency test. A Pesticide Operator's Certificate is issued to the applicant who passes the AVA proficiency test and has successfully undergone a medical examination.

This certificate is valid for three years and is renewable before its expiry date. Operator needs to re-sit and pass a written (multiple choice) proficiency test and undergo a successful medical examination in order to renew his/her certificate.



The fee for registration of each pesticide product is S$465.00.

The fee for a 3-year pesticide operator's certificate is S$210.00.

The fee for each AVA pesticide operator proficiency test is S$38.00.
