Licensing of Land-Based Farms

A licence for farming or a farm licence in short, is required if you have successfully tendered for a leasehold or tenancy land that had been approved for farming.

The licensing of farms by AVA is regulated under the Animals & Birds (Licensing of Farms) Rules and the Control of Plants (Cultivation of Plants (Licensing and Certification) Rules.




Requirements

The applicant must be the lessee or tenant of the farmland. A farm means any land or premises, whether enclosed by fencing or not, used for the keeping, rearing, breeding or boarding of animals or birds for commercial purposes or the cultivation of plants for commercial production.

 
 
Application procedures

The applicant can submit the Farm Registration and Licensing form, GIRO Application Form and the necessary supporting documents together with the prescribed fee to AVA in person or by mail. If submitting by mail, the application forms must be completed and duly signed together with all the required supporting documents and cheque payment for the licence fees.

You are required to furnish the following documents (where applicable) together with your application form for verification and processing:
  • A copy of the latest Business Profile extract from the Accounting and Corporate Regulatory Authority (ACRA) if the lessee or tenant is a company or business firm;
  • Copies of any documentary evidence on the approval of the land for farming; and
  • The latest Medisave Contribution Payment Receipt for self-employed applicants.
 
 
Issuance of farm licence

Normally, the Farm Licence would be issued on the same day that the application is received if all of the documentations are in order. A Farm Index number would be assigned to the applicant and the licence would be immediately issued or mailed to the correspondence address indicated in the Farm Registration and Licensing Form. This Farm Index number so assigned is unique to the licensee and would be used for future correspondences.

 
 
Fees and payment

The Licence Fee is S$100 and is valid for a year. As it takes a month to process the Giro application, the licence fees for the first year must be paid either by Cheque, NETS or Cashcard. Cheques must be crossed and made out to "Agri-Food and Veterinary Authority" (AVA).
