Animal Feed Including Livestock/Aquaculture Feed and Pet Food

AVA regulates all import of animal feed as well as the manufacturing, processing and sale of animal feed in Singapore.

The import of animal feed is regulated under the Feeding Stuffs Act.




Livestock/Aquaculture Feed

Livestock feed is defined as animal feed meant for livestock animals such as goats, pigs, cows, sheep and poultry such as ducks and chickens. Components of livestock feed include whole feed, processed feed, feed premixes, fish meal, meat and bone meal, raw ingredients/materials used in animal feed as well as additives added to the animal feed.

Every consignment of livestock feed must be accompanied by an import permit or Cargo Clearance Permit (CCP) from AVA. The applicant may apply for the CCP by declaring the import through TradeNet, under the appropriate HS and Product Codes. CCP fee for import or transshipment of livestock feed is SG$22 per consignment. A GIRO account for the payment of CCP fees is also required. For a GIRO application form, please click here.

Please submit TradeNet applications and all supporting documents before 5.30pm from Monday to Thursday and before 5.00pm on Friday, so as to facilitate processing within the same day. Any applications made during Saturday, Sunday and Public Holiday will be processed on the next working day.


 


Pet Food

Pet food is defined as animal feed meant for companion animals such as cats, dogs, hamsters, rabbits, gerbils, chinchillas, guinea pigs, fish and birds. Pet food includes rawhides, pet chews and dog biscuits and cat/dog treats. Pet food imported to Singapore must be obtained from approved sources to ensure that they are safe for consumption by animals. All import of pet food to Singapore requires approval from AVA.

Every consignment of pet food must be accompanied by an import permit or Cargo Clearance Permit (CCP) from AVA. Pet food containing meat/meat products

Travellers

Traveller allowances would apply to the import of all kinds of pet food, including dog, cat, small mammal, bird and fish feed, with or without meat content, from all countries. No import permit from AVA is required for the following allowance limits:

 

(a)   Dry Pet Food: 20kg per person  

AND/OR

(b)  Wet Pet Food: 5kg per person  

 

The above allowance limits applies to both hand-carried baggage as well as parcel post items. Amounts of pet food above the allowance limits would be allowed import with an import permit from AVA (applied by declaring through TradeNet), if the pet food is from approved sources/countries. Amounts of pet food above the allowance limits would not be allowed import from non-approved sources/countries, and any excess above the allowance limit will be detained and disposed of, or ordered to return shipment without crossing Customs.



Pet food not containing meat/meat products
For import of pet food containing only fish meat or vegetables, pet chews/biscuits not containing meat/meat products, pet food for small mammals (such as hamsters, rabbits, gerbils, chinchillas and guinea pigs), fish feed and bird feed, the importer is required to declare the import through TradeNet. Documents such as Manufacturer's Declaration, ingredient list, invoices, Bill of Lading/Airway Bill and packing list must be submitted to AVA for TradeNet clearance by AVA.


Other pet products
Oral and topical/injectable vitamins and additives/supplements (tablets/syrup) for pets would require a declaration to be made through TradeNet. Products which contain meat flavouring, eg. Beef/Liver/Chicken extracts would not require further assessment by AVA.

Importers of pet supplements that have therapeutic claims, e.g. Traditional Chinese Medicine (TCM), homeopathic/natural supplements would need to submit the full ingredient list, source/supplier information, product registration and approval status in country of export/origin, and product labelling to AVA for evaluation. Product labels must not claim to diagnose, treat, cure or prevent animal diseases or endorsement by AVA. AVA does not register or approve such products for animal consumption.

AVA does not regulate pet products such as veterinary drugs and inedible pet products such as dental wash, pet shampoo, eye-ear drops and pet perfume.


 

Export

The export of animal feed/pet food is not controlled by AVA.

 

Licence to Manufacture and Process Animal Feed

A licence from AVA is required for premises that produce animal feed including livestock/aquaculture feed and pet food on a commercial basis. Prior to the issuance of the licence, AVA will assess the premises to determine its suitability and to ensure that the manufacturer has in place the proper facilities, production processes as well as sanitary practices to produce feed that would be safe for consumption by animals.

The company must be licensed with AVA and registered as a company to manufacture and process animal feed. It is an offence to manufacture animal feed in Singapore without a licence from AVA. You do not need a licence from AVA if you are just baking dog biscuits at home on a small-scale basis for sale to your personal friends without turning it into a commercial operation. Labelling Requirements

The packaging of all animal feed/pet food sold in Singapore must be clearly labelled, in English, with the following information: 

  • The list of ingredients used in the pet food.
  • The date of manufacture of the pet food and expiry date.
  • The species of animal for which the pet food is intended. 
  • The name and address of the importer.
