The CAPQ provides inspection services for animals, birds and their products at Changi International airport. The CAPQ officer ensures that the consignments imported into Singapore have complied fully with our import conditions and if live animals and birds are involved, they are healthy prior to their release.

The Sembawang Animal Quarantine Station (SAQS) provides quarantine for imported dogs and cats. This is to ensure that exotic diseases such as rabies are not introduced into Singapore.
Pet dogs and cats, exported from countries other than Australia, New Zealand, United Kingdom and the Republic of Ireland, will be vaccinated against rabies on arrival and subsequently quarantined for at least 30 days at SAQS.
IMPORTANT NOTE: AVAILABILITY OF QUARANTINE SPACE
Due to surge in demand for quarantine space, AVA wishes to advise that SAQS is very heavily booked.
In order to avoid disappointment and to ensure that your travel plans for your pets are smooth, owners whose pets need to be quarantined should apply for quarantine space at least 2 (two) months in advance of anticipated arrival of the pets in Singapore. Please submit the completed reservation form.
Your pets will be placed on the waitlist and AVA will inform you of space availability approximately one month prior to your indicated date of arrival of your pets. Upon confirmation of the quarantine space, you may proceed to submit your application for the import permit and the application/acceptance of quarantine space for your pets.
Step by step instructions:
Step 1 – To make reservation of quarantine space (at least two months in advance of anticipated arrival) with AVA by submitting the completed reservation form. Also to provide contact number to AVA, which will remain valid until the arrival of your pet, so that AVA can confirm with you the reservation status and other import matters. AVA will acknowledge the receipt of your request. A Quarantine Reservation Code (QRC) will be given upon receipt your reservation.
Step 2 – AVA will confirm availability of quarantine space approximately one month prior to date of arrival of your pets.
Step 3 – To proceed with submission of application for import permit through e-CliPS as soon as you receive the confirmation of space reservation. Please attach the Application & Acceptance Form for Quarantine Space in your application through e-CliPS. The form will serve as confirmation of the intent to bring in your pet on the specified date. Failure to do so could result in the space being forfeited for others.
In order to facilitate the processing of import permits for mixed or cross breed dogs, AVA will require the applicant to attach a colour photo of the dog showing the face and body clearly. This is to help AVA to identify the dog breed and ensure that it is not one of the breeds which is prohibited from import.
The SAQS provides a range of accommodation and pet services to enable your pet's stay to be as comfortable as possible.
The mandatory charge for the 30 days is:
- S$643.00 per pet (non aircon kennel/cattery)
- S$926.50 per pet (aircon kennel/cattery)
The charge covers accommodation, transport to SAQS, veterinary examination and rabies vaccination.
Fields are available for owners to walk their pets while in SAQS. 15-minute slots are available on a first come, first served basis and by booking only. Booking can be made up to 48 hours in advance by phone or over the registration counter.
