Import, Export and Transshipment of Plants

AVA regulates the import of plants, plant products (seeds, endangered timber such as Aquilaria (agarwood) spp, Gonystylus (Ramin) spp, and American ginseng), foliages, potting medium (soil, potting mix, peat moss, sphagnum moss etc), fertilisers of plant origin, insects and microorganisms of agricultural importance and cut flowers from the American Tropics. This is to safeguard plant health and to prevent the introduction of exotic pests and diseases into the country.

We also provide phytosanitary inspection and certification services to exporters to certify that plants and plant products exported are free from pests and disease.

The import and export of plants and plant products are regulated under the Control of Plants Act. The trade in endangered species of plants and plant products is regulated under the Endangered Species (Import & Export) Act.




Import of plants and plant products for commercial purposes

Import permit from AVA

The basic requirements for the import of plants and plant products are the phytosanitary certificate from the country of origin and an import permit from AVA. The import permit is in the form of the Cargo Clearance Permit (CCP) obtained through the Tradenet. All the stipulated import health requirements have to be fulfilled before the CCP is approved. The CCP is valid for two weeks and a fee of S$11 is levied per permit.

CITES - listed species

Import or export of endangered species of plants and plant products and insects requires a CITES permit issued by the authority of the respective importing and exporting countries. Examples of CITES listed plants and plant products are Cactaceae, Cycadaceae, Orchidaceae, Nepenthes spp, American Ginseng, Agarwood and Ramin. Import from accreditated nurseries in West Malaysia

The Department of Agriculture (DOA), Malaysia has accreditated nurseries in West Malaysia under the Malaysian Phytosanitary Certification Assurance (MPCA) Scheme for export of plants and plant products to Singapore. Plants and plant products imported from MPCA nurseries do not need to be accompanied by a phytosanitary certificate. Instead the Export Declaration Packaging List is used in lieu of a phytosanitary certificate. For more information, please click here.

 


Import of insects of agricultural importance

Insects that come under the purview of AVA fall into two categories (1) agricultural pests and (2) non agricultural pests.

Agricultural pests are those that have a direct impact on plant health if they are not properly managed. Examples are crickets, grasshoppers and silkworms. Non agricultural pests are those that have no impact or no direct impact on plant health. Examples are centipedes and scorpions.Crickets and grasshoppers are imported as bird and fish feed.

Importers have to obtain prior approval from AVA for the import of insects of agricultural importance. Information on the scientific names, (up to the species level), their biology and the quantity and purpose of import must be provided for AVA to conduct an Import Risk Analysis (IRA). Only when the risk is considered acceptable will the import be granted. It is also mandatory for importers to participate in the Biosecurity Assurance Arrangement (BSAA) if they are importing insects of the agricultural pest category. For the re-export of insects, exporters need to obtain an import permit from the importing country before any re-export will be allowed.

 

Import of microorganisms of agricultural importance

Importers have to obtain prior approval from AVA for the import of microorganisms of agricultural importance. Information on the scientific names (up to the species level), their biology and the quantity and purpose of import must be provided for AVA to conduct an Import Risk Analysis (IRA). Only when the risk is considered acceptable will the import be granted. It is also mandatory for importers to participate in the Biosecurity Assurance Arrangement (BSAA) if they are importing microorganisms of agricultural importance. Import of organic fertilisers of plant origin

Importers have to seek prior approval from AVA for the import of organic fertilisers of plant origin. Information on the plant materials used, the endemic pests and diseases associated with these plant materials and the manufacturing process must be provided for AVA to conduct an Import Risk Analysis (IRA). Permission to import will be granted if the risk is considered acceptable.

 

Import of Genetically Modified Organisms (GMOs)

Importers need to obtain recommendation in advance from Genetic Modification Advisory Committee of Singapore (GMAC) before importation. Export of plants and plant products for commercial purposes

Phytosanitary inspection and certification

For the export of plants and plant products, exporters need to find out the import health requirements of the importing countries. AVA provides phytosanitary certification services to exporters to facilitate their exports.

The application for a phytosanitary certificate has to reach AVA's office 24 hours before the date of inspection if field inspection is required. The application for phytosanitary certificate is to be applied through the electronic system called e-CLIPS. For online application, please click here.

Assurance Certification Scheme (ACS) for the export of plants and plant products

Traders may participate in the Assurance Certification Scheme (ACS) for the export of their plants and plant products. The ACS is a scheme based on good management practice, and members will enjoy the privilege of not having to subject every consignment to AVA inspection before a phytosanitary certificate is issued for export. Pest Control Agency (PCA) Accreditation Programme

The PCA Accreditation Programme is applicable to all pest control agencies who are performing phytosanitary treatment such as methyl bromide fumigation, heat treatment, chemical pressure impregnation and other pest disinfestation measures on plants and plant products.
