Animal Exhibition


No person shall use any premises for the exhibition of animals without a valid licence from the Agri-Food & Veterinary Authority (AVA) issued in accordance with the Animals and Birds (Pet Shop and Exhibition) Rules 2004.

Animal performances are considered as animal exhibitions and must also be licensed by AVA.




Licensing requirements

Applicants must comply with AVA's Conditions of Licensing.  They are also encouraged to adopt guidelines set by AVA, which aim to enhance animal welfare and the professional standard of animal exhibitions. See Conditions of Licensing and guidelines for animal exhibitions.

Besides the Conditions of Licensing mentioned above:

Permanent animal exhibitions must also comply with additional conditions. A permanent exhibition is defined as the exhibition of animals on a premises for such purpose and over such duration as to require approval by the Urban Redevelopment Authority or Housing Development Board.  Permanent animal exhibition licences are required to be renewed annually.

Animal performances must also comply with additional conditions. The applicant is not allowed to bring performing wild animals into Singapore. Wild animal performances can be conducted only on a premises with a permanent exhibition licence.

 



Application procedure

Application for the Animal Exhibition Licence can be done online through the government's Online Business Licensing Servce (OBLS) or it can be done manually by submitting the application and supporting documents to the Centre for Animal Welfare & Control, 75 Pasir Panjang Road, Singapore 118507.

Application Procedure

A. Submit documents from relevant authorities

  1. Approval letter from landlord / management of exhibition venue
  2. Letter of no objection from appropriate NEA Environmental Health District Office

B. Provide exhibition plan and information

  1. Names and particulars of all exhibitors
  2. Layout plan of the exhibition venue (showing animal display and holding areas)
  3. Design and construction plans of the animal enclosures or cages / tanks
  4. Plan for the management and care of the animals and the number of personnel involved
  5. Programme of exhibition activities such as talks, demonstrations, animal performances, competitions, games
  6. Import licence and CITES permit from AVA's Animal, Meat & Seafood Regulatory Branch or Wildlife Regulatory Branch if applicable.

C. AVA inspection / processing procedure

Processing will take up to four full working days as follows:

  1. Evaluation of documents
  2. Interview
  3. Inspection of premises
  4. A letter of approval will be given upon satisfactory evaluation of documents, interview and inspection.
  5. The licence will be issued upon the applicant signing a "Letter of Undertaking" to comply with the exhibition conditions, returning the completed forms "Acknowledgement by Exhibitor" (see note below), and paying the licence fee of S$126.00.

Notes to applicant:
  • A non-refundable application fee of S$90.00 (+ GST S$4.50) is payable for permanent exhibitions and exhibitions longer than fourteen days
  • Acceptance of application does not guarantee final approval
  • If an exhibition involves many exhibitors, the applicant will be provided with letters of "Instruction to the Exhibitors" to be given to all exhibitors. Each exhibitor is required to acknowledge receipt of the letter on the single form "Acknowledgement by Exhibitor" which is to be submitted by the applicant before the licence will be issued
  • No animals are to be exhibited before the licence is issued or approval given.
 



Fees

Exhibition licence fee: S$126 / annum
Application fee*: S$94.50

* The application fee is a one-time, non-refundable fee that is payable for all animal exhibitions of duration fifteen days and above, and for updates to permanent exhibition licences requested by the licensee.
