Dog Licensing

Under the Animals and Birds (Dog Licensing and Control) Rules, all dogs above 3 months of age must be licensed for rabies control.




Licensing requirements

Applicants must comply with AVA's Conditions of Licensing. The dogs must be properly confined within the owner's premises. If the dogs are in a public place, they must be on leash and properly supervised and controlled. Dogs belonging to breeds listed under the Schedule in the Rules must also be muzzled. The penalty for failing to comply with the Rules is a maximum fine of up to S$5,000 upon conviction. In respect of the dog licence, the dog owner must ensure the following:
  • The licence is renewed annually
  • AVA is informed of change of ownership of the dog
  • AVA is informed of change of address where the dog is kept
  • AVA is informed should the dog be lost or if it has died.

Owners found breaching the Rules or licence conditions may be compounded for the offence.  To avoid higher penalty in court and unnecessary inconvenience, please settle your composition promptly.

 


Licensing of dogs for HDB residential premises

Under the Housing and Development Board (Animals) Rules 1989, HDB  allows only one dog of an approved small breed per residential unit. Failure to comply with this legislation can result in a fine of up to S$4,000 upon conviction.

 


Licensing of dogs for residential premises other than HDB premises

For premises other than HDB premises, not more than three dogs are allowed per premises. Special permission must be obtained from AVA to keep more than three dogs.

 


Licensing of dogs for commercial premises

For commercial premises, not more than three dogs are allowed per premises. Special permission must be obtained from AVA to keep more than three dogs. In addition, a letter of authorisation with the company stamp from the premises management will be required.

 


Fees

The licence fees for dogs other than in dog farms are as follows:
  • For a dog below 5 months of age: S$14.00 per annum 
  • For a sterilised dog: S$14.00 per annum
  • For a non-sterilised dog: S$70 per annum
  • For a fourth or subsequent dog: S$175 per annum

The licence fees for dogs in dog farms are as follows:

  • More than 300 dogs on the premises: S$3,500 per annum
  • More than 200 dogs but not more than 300 dogs on the premises: S$1,700 per annum
  • More than 100 dogs but not more than 200 dogs on the premises: S$1,100 per annum
  • 100 or fewer dogs on the premises: S$650 per annum
* An original sterilisation certificate must be produced if you are applying for the lower fee for sterilised dogs.

Online application for new dog licence

Applicants are to familiarise themselves with the following before making an application:

If you are submitting the supporting documents online (e.g. sterilisation certificate), please get them ready in softcopy format. Alternatively, you may submit by mail to the Centre for Animal Welfare and Control, 75 Pasir Panjang Road, Singapore 118507. Please indicate the application number on your supporting documents. Please also note that the licence application will not be processed until all the necessary documents have been received.

Upon receipt of your completed application, we will process it and mail the licence to you.

Enquiry on online application status

If you have submitted an online application, you can enquire on your application status . Due to the large volume being received in the month of Aug 07, it may take about 3 to 4 weeks to process your application. Our officer will contact you either through the sms service or telephone to inform you once your application has been approved and payment is due.


 


Make online payment for new dog licence 

To pay for your licence online via eNETS Credit, eNETS Direct Debit or Flexipay.

You can also make payment through the following means:
  • Via cheque. Please cross your cheque and make it payable to 'AVA' or 'Agri-Food & Veterinary Authority'. Remember to indicate your NRIC number and application number on the reverse of the cheque. Do not send postdated cheques for payment or send cash through the mail. Please note that receipts will not be issued for cheque payment(s).
 


Online renewal of dog licence

Dog licences are required to be renewed annually. To renew your dog licence online by eNETS Credit, eNETS Debit or Flexipay

You can also make payment through the following means:
  1. At Singapore Post Branches. You can renew your dog licence(s) by cash or NETS at any Singapore Post Branches.
  2. Via cheque. Please cross your cheque and make it payable to 'AVA' or 'Agri-Food & Veterinary Authority'. Remember to indicate your NRIC number and dog licence number on the reverse of the cheque and mail it together with the original payment slip. If your cheque is for more than one dog licence, please indicate the amount on each payment slip. Do not send postdated cheques for payment or send cash through the mail. Please note that receipts will not be issued for cheque payment(s).
 

Online request for certified true copy of dog licence

You can submit an online request for a certified true copy If you have lost the dog licence. Each certified true copy costs S$9.45.

Change of address (where dog is kept)


The dog must be kept at the address it is registered to. If it is kept at another address, the owner must inform AVA within 28 days of the change in the registered address.

Cancellation of dog licence

The dog owner is required under the Rules to inform AVA by submitting an online notification if he / she does not have the dog anymore, e.g. if the dog went missing or has died.
