Licensing of Veterinary Centres

Under Section 54 of the Animals and Birds Act and the Animal & Birds (Veterinary Centres) Rules 2002, any person who wishes to operate and maintain a premises as a veterinary clinic or hospital must obtain a licence from the Director-General, Agri-Food and Veterinary Services. It is also their responsibility to keep themselves informed of and to observe all relevant statutory requirements. Copies of the legislation are available from:

The licensee has to ensure that the veterinary surgeons under his employ are licensed by AVA and comply with the conditions of licensing or any directives that may be issued by the Director-General from time to time. The veterinary centre must at all times be under the control and management of a veterinary surgeon. The veterinary centre is subject to inspection by the AVA.

It takes an estimated 14-21 working days to process an application that is complete and in order.




Code of Ethics

Veterinary surgeons working in any veterinary centre should act in accordance with the Code of Ethics for veterinary surgeons. For the Code of Ethics, please click here.

The purpose of the Code is to assure the community the best service of which veterinarians are capable and to promote co-operation within the ranks of the profession. In addition, exemplary professional conduct not only upholds honour and dignity, but also enlarges our sphere of usefulness, exalts our social standards and promotes the science we cultivate.

Fundamentally, there are four (4) guiding principles for the veterinarians:
  1. To pursue the work of his profession with uprightness of conduct.
  2. To serve the community to the utmost of his ability.
  3. To constantly endeavour to ensure the welfare of animals committed to his care.
  4. To seek no personal advantage at the expense of his professional colleagues.
 

Application procedures and conditions of licensing


As of September 2002, premises operating as a veterinary centre have to be licensed by the AVA.

Licence fee

The fee payable for a veterinary centre is S$350/annum.
