Meat products include whole carcase or parts of any animal or bird. Meat may be imported in chilled, frozen, processed or canned form.
As part of AVA's integrated food safety system, we regulate the import of meat products to ensure that they are safe to eat.
The import of meat products is regulated under the Wholesome Meat and Fish Act and its subsidiary legislations. The import of meat must meet the following requirements:
- Importers are required to apply for the AVA Licence for Import/Export and Transshipment of Meat Products and Fish Products. For more information on the licence, please click here. There will be an application fee of $21.50 (inclusive of 7% GST) for every new application.
- Meat products may only be imported from approved sources. For the list of countries and establishments which are approved to export meat to Singapore, please click here.
- An import permit issued by AVA is required for every consignment of meat product.
- Each consignment must be accompanied by a Health Certificate issued by a veterinary authority of the exporting country, certifying that Singapore's animal health and food safety requirements have been complied with.
- Meat products must be shipped direct from the country of export.
- Every carton and basic packaging unit of meat and meat product imported must be labelled with the following particulars:
- a description of the meat product;
- the country from which the meat product originates;
- the brand name of the meat product, if any;
- the name and designation number of the processing establishment in which, and the date on which, the meat product was processed, if applicable;
- in the case of a processed meat product, the name and designation number of the slaughter-house in which the animals used in the production of such meat product were slaughtered and the date of the slaughter;
- the name and designation number of the establishment in which, and the date on which, the meat product was packed;
- the batch number and, where the meat product is canned, the canning code.
- the net weight of meat product as contained in each basic packaging and outer carton.
- Every consignment of meat product imported will be inspected by the AVA before sale is permitted. Sampling for laboratory analysis may be required. Some consignments may be placed on "hold and test" pending the outcome of the laboratory analysis.
The import procedures are as follows:
- An applicant must obtain a Health Certificate from the veterinary authority of the exporting country and supporting documents such as bills of lading, air waybills and invoices must also be provided.
- The applicant must apply for an AVA import permit by declaring the import through TradeNet. For the product codes for declaration, please click here.
- The applicant must submit the original Health Certificate, bills of lading, air waybills and invoice to AVA for processing. The Unique Reference Number of the trade declaration must be stated on the top right hand corner of all the documents.
- Upon approval, the import permit for the consignment is incorporated into the Cargo Clearance Permit (CCP) to be printed at the applicant's terminal.
- The applicant must contact AVA at Tel: 67952862 or 67952827, one day before arrival of the consignment, to arrange for AVA to inspect the consignment.
- The applicant must present the Heath Certificate, CCP incorporating AVA's import permit and imported meat products for AVA's inspection. For frozen meat, the carton must be thawed.
- AVA may collect samples for laboratory analysis. Some consignments may be placed on "hold and test" pending the outcome of the laboratory analysis.
The fee payable for the import of chilled, frozen and processed meat is S$4.60 per 100 kg or part thereof. The fee payable for canned meat is S$77 per consignment. Payment will be deducted through the applicant's GIRO account (for a GIRO application form click here).

If a Health Certificate from Singapore is required by the importing country, you can apply for the Health Certificate from AVA's Veterinary Public Health Centre.
The fee for export of meat is S$3 per consignment. Payment will be deducted through the applicant's GIRO account.
Meat products may be transshipped at Singapore in reefer containers within the Free Trade Zone.
