AVA Launches Electronic Dog Licensing System (eDLS)

Dog owners can now submit their applications for a dog licence online via a new Electronic Dog Licensing System, the eDLS.

2     The eDLS is a new application platform developed by the Agri-food and Veterinary Authority, AVA, and provides for the application for a new dog licence or renewal of a dog licence electronically through the Internet. This is part of AVA’s on-going efforts to exploit information technology to improve customer service.

Submission of Application Through eDLS

3     A dog owner is required by law to obtain a licence for his/her dog if it is above 3 months of age. Dog owners have to register and apply for a dog licence for their dog from the Agri-food and Veterinary Authority (AVA). The licence is valid for 1 year only and must be renewed yearly upon expiry. The dog licence fee (inclusive of a registration fee and dog badge) for a male/sterilized female dog and a non-sterilized female dog is $20.50 and $76.50 respectively.

4     Presently, dog owners can apply for or renew their dog licences by post or in-person at the Center for Animal Welfare and Control (CAWC), 75 Pasir Panjang Road Singapore 118507. Renewal of dog licences can also be carried out at any Singapore Post Branch. These services will continue to be made available to dog owners.

5     The eDLS is an additional option offered to enhance AVA's services to dog owners. eDLS will be available round the clock including Sundays and Public Holidays. Dog owners can access the eDLS at http://ava-edls.calendarone.com and submit their applications electronically at anytime of the day. Upon successful transmission of the electronic application, the applicant will receive an electronic acknowledgement receipt with the application number. The applicant will subsequently be informed by AVA via email, on the outcome of his application. If the application is approved, the applicant can proceed to make payment via eDLS at http://ava-edls.calendarone.com. A cash card reader is required as the current mode of payment is by cash card. Pet shops and other establishments providing eDLS services are listed at this website. (These establishments may impose service charges to apply for or renew licences on behalf of dog owners – please enquire directly with these establishments.)

6     Other features of eDLS include on-line renewal of dog licences, on-line enquiry on the status of licences (application as well as renewal) and payment of fines.
