Free Sale Certificate

The Free Sale Certificate is issued to allow exporters to get AVA endorsement for their products intended for export.

Vaccine and Feed Premix

*This form may take you 20 minutes to fill in.

You will need the following information to fill in the form:

  • details of products
  • manufacturer's details (premises must be licenced by AVA)
  • softcopy of specimen certification

                                                

Processed Food - exclude meat and fish products

*This form may take you 20 minutes to fill in.

You will need the following information to fill in the form:

  • Details of the company including name, Unique Entity Number (UEN), address and postal code, and email address if any
  • Details of the business operating address and mailing address including their postal codes
  • AVA Licence No. if the company is an AVA licensed manufacturer

You may submit additional supporting documents under the Section, "Supporting document", if any.

Locally Processed Meat, Fish or Egg Products

*This form may take you 10 minutes to fill in.

You will need the following information to fill in the form:

  • Information from Invoices
  • Softcopy of the invoices if you wish to submit the invoices online 
  • A copy of the establishment's licence                 

Imported Meat and Fish Products

*This form may take you 10 minutes to fill in.

You will need the following information to fill in the form:

  • Information from Import Permit
  • Information from Invoices
  • Softcopies of the Import Permit/Invoices if you wish to submit them online

Please familiarise yourself with the following before you apply for a new Free Sale Certificate.

If you are submitting the supporting documents online, please get them ready in soft copy format. Alternatively, you may submit them offline (i.e. via fax, over the counter).

Terms & conditions (Processed Food - exclude meat and fish products)

1.    Conditions for the issue

The above free sale certificate is only issued for products classified as food. The food products can be either manufactured locally or imported.

2.       Submission of application

The applicant should submit an online application providing information on the product, including product description, common name, full ingredient listing, country of origin, name and address of the manufacturer of the product, quantity and unit of packing.

3.    Collection of Free Sale Certificate

The free sale certificate will be ready for collection 2 working days from the date of approval of application. The applicant should confirm if the certificate can be collected by calling Tel: 6325 0647 during office hours.

Certificate(s) can be collected at the Cashier Counter at 5 Maxwell Road, #02-00, Tower Block, MND Complex, Singapore 069110.  The operating hours of the Cashier Counter are as follows:

Mon – Thu     8.30am - 1.00pm
2.00pm - 5.30pm
Fri 8.30am - 1.00pm
2.00pm - 5.00pm

4.    Fees payable

A fee of $16.80 is payable for each certificate issued.

The fee is payable before the issue of the free sale certificate. If payment for the certificate is not made online or by GIRO, applicant will have to make payment by cheque/NETS/cash card during the collection at the Cashier Counter at 5 Maxwell Road, #02-00, Tower Block, MND Complex, Singapore 069110.

Payment by cheque is to be made payable to the “Agri-Food and Veterinary Authority”.



Terms & conditions (Vaccines & Feed Premix) 

1.    Conditions for application

The above free sale certificate provides certification of free sale for animal feed premixes and AVA-registered veterinary vaccines.  Manufacturing premises of applicant must be licensed by AVA.

2.    Submission of application

The applicant should provide a specimen copy of specific certification required with application, with supporting documents (eg. certificate of analysis/product composition, product label) where applicable.  Please attach a softcopy of the specimen certification and supporting documents during online application.

3.    Collection of Free Sale Certificate

Generally, a complete application (with necessary supporting documents, if applicable) will be processed after 2 working days.  Any incomplete or incorrect submission may result in a delay in the processing time.  The certificate fee is $21 per certificate.  If the certificate is required within 2 working days, an express service fee of an amount equivalent to the certificate fee will be charged, in addition to the certificate fee.

Terms & conditions (Locally processed Meat, Fish and Egg Product) 

1.    Conditions for application

The above free sale certificate is issued for locally processed meat, fish and egg products. The meat, fish and egg products must be processed locally in AVA-licensed processing establishments.

The Free Sale Certificate (FSC) certifies that the locally processed meat, fish and egg products comply with the standards laid down in the Food Regulations and the Wholesome Meat & Fish Act for sale in Singapore and for export.

2.
    Submission of application

The applicant should submit an online application providing information on the product(s), including product description, quantity and unit of packing. The sale invoice(s) may be submitted online together with the application or faxed in to AVA for verification.

3.    Collection of Free Sale Certificate

The free sale certificate will be ready for collection 2 working days from the date of approval of application. The applicant can confirm if the certificate can be collected by checking the status of their application online.

Certificate(s) can be collected at the Cashier Counter at 5 Maxwell Road, #02-03, Tower Block, MND Complex, Singapore 069110.  The operating hours of the Cashier Counter are as follows:

The above free sale certificate provides certification of free sale for imported meat and fish products. The meat and fish products must be approved for import by AVA Meat and Fish Section.

The Free Sale Certificate (FSC) certifies that the imported meat and fish product comply with the standards laid down in the Food Regulations and the Wholesome Meat & Fish Act for sale in Singapore and for export.

The applicant should submit an online application providing information on the product, including product description, quantity and unit of packing. The import permit and invoice may be submitted online together with the application or faxed in to AVA for verification.
