Licensing of Animal Research Facilities

The Animals and Birds (Care and Use of animals for Scientific Purposes) Rules came into effect from 15 November 2004, which requires any research facilities that intends to use animals for scientific purposes to apply for and obtain a licence from AVA before commencement of work on animals.

Application Procedures & Conditions of Licensing

To apply for the Licence for Animal Research Facility or to view the conditions for licensing, please download the Application for a Licence under Animals and Birds (Care and Use of Animals for Scientific Purposes) Rules.

It takes about 14 to 21 working days to process an application that is complete and in order.

Licence fees

The fees payable are as follows:

1 Application/Inspection fee for licence for animal research facilities S$462.00 per application per premises (Inclusive of 7% GST)
2 Licence fee for animal research facilities S$300.00 per licence per annum
3 Inspection fee for renewal of licence for animal research facilities S$462.00 per inspection per premises (Inclusive of 7% GST)

Reporting of Notifiable Diseases


Any suspicion or positive detection of diseases listed in the Schedule of the Animals and Birds (Disease) Notification must be reported to the AVA. This includes diseases detected in:

  • Locally obtained samples of animal or bird origin.
  • Imported samples of animal or bird origin.
  • Exported samples of animal or bird origin, regardless if the testing lab is based in Singapore or overseas.

Submission of Annual Report


Under the Section 14 of the Animals and Birds (Care and Use of Animals for Scientific Purposes) Rules and Section 7.8.1 of the NACLAR Guidelines, all animal research facilities are required to submit an annual report for the period 1 January to 31 December of each year.
