General Information

All animals entering Singapore are required to undergo inspection by AVA officers.

In addition, some dogs, cats and small mammals have to undergo a period of quarantine upon arrival in Singapore, depending on the country the animal is coming from.

Types of Quarantine & Inspection Facilities


AVA operates 1 quarantine facility, the Sembawang Animal Quarantine Station. You can make an online booking for quarantine space on AVA’s Quarantine Management System.

Sembawang Animal Quarantine Station

The Sembawang Animal Quarantine Station (SAQS) provides quarantine facilities for imported dogs, cats and small mammals. During quarantine, animals will be observed and monitored for clinical signs of diseases.

STEP DESCRIPTION
STEP 1: Find out if your pet requires quarantine when it arrives in Singapore.
STEP 2: Reserve quarantine space at least 3 months before your pet's anticipated arrival into Singapore through AVA's Quarantine Management System (QMS).

Facilities, Services & Fees


SAQS provides a range of accommodation and facilities to enable your pet's stay to be as comfortable as possible, including:

  • Kennels (4.3m x 1.8m x 2.14m) comprising an indoor room and an outdoor run
  • Cattery rooms (1.7m x 1.2m x 2m)
  • A choice of air conditioned or non-air conditioned (fan-fitted) rooms
  • Exercise fields
  • Grooming rooms

Quarantine and related fees

Below are the various SAQS fees:

Quarantine fees for small mammals
Do note that the following services and items are not provided:
  • feed
  • bedding
  • cleaning
Please visit your small mammals daily to feed them and clean their enclosures. Our staff will assist in refilling feed and water.
  • S$26.25 per small mammal consignment or per room, per day

SAQS pet services

At SAQS, your pet will receive professional care in the form of:

  • care by a team of experienced animal handlers,
  • daily checks by on-site veterinary staff,
  • quality commercial dry or canned pet food, and
  • morning walks in exercise fields for dogs.

SAQS will contact you if your pet requires veterinary attention. You are required to engage a private veterinarian to visit your pet at SAQS, and bear the necessary charges.


What pet owners can do

In addition to the services provided at SAQS, you can take the following steps to ensure that your pet’s particular needs are met:

  • Provide your pet with special feed (e.g. a particular commercial brand, home-cooked food, special diets), which the staff will serve according to your instructions.
  • Provide SAQS with pet medication and administration instructions should your pet require medication during its stay. SAQS staff will properly administer the medication.
  • Walk your dog in SAQS’ exercise field. Owners are allocated 15 minutes in the exercise field, on a First-Come-First-Served basis.  Booking to use the field can be made when you visit on the day itself and usage is free of charge.
  • Bring your own grooming equipment and clean and groom your pet in SAQS’ grooming room. SAQS does not provide grooming or bathing services. The usage of the grooming rooms is free of charge, but you are required to make a booking. Owners are allocated 30 minutes for usage of grooming rooms.

Local and overseas customers can make online reservations for quarantine space on our Quarantine Management System (QMS). QMS is accessible 24/7, and allows you to:

Changing Reservation Details


Make amendments to your confirmed application by logging into QMS and retrieving your application using your Quarantine Reservation Code (QRC). All amendments are subject to AVA's approval.

You can change various fields in the application, but note that some amendments which affect the date of arrival or type of quarantine room may incur an amendment fee of S$65.

Cancelling Confirmed Quarantine Reservation


Cancel your confirmed quarantine reservation by logging into QMS and retrieving your application using the Quarantine Reservation Code (QRC), then cancelling the reservation.

Please note that your deposit will not be refunded.


Changi Animal and Plant Quarantine Station

All animals arriving at Singapore Changi International Airport must undergo inspection at AVA Changi Animal and Plant Quarantine Station (CAPQ). These include:

  • animals entering Singapore; and
  • animals in transit through Singapore for more than 4 hours. The maximum period of transit allowed for each transshipment through Singapore is 24 hours.

Before Arriving


Make an appointment for your pet’s inspection by submitting an online booking request via AVA’s Intelligent Food Approval & Safety Tracking System (iFAST) at https://ifast.ava.gov.sg/eserviceweb/. Submit your request at least 5 days before arrival.  Pets arriving for inspections without any prior appointment will be subject to an $80.00 inspection fee.  Here are some FAQ about online inspection appointment booking (E-booking).

Clearance Procedure Upon Pet’s Arrival


Depending on whether your pet is imported as manifested cargo or excess baggage, different clearance procedures apply.

Inspection at CAPQ


At CAPQ, the veterinary-trained AVA officer will examine your pet and check accompanying documents, including:

  • AVA import licence,
  • vaccination records,
  • rabies antibody level laboratory report, and
  • government endorsed Veterinary Health Certificate.

Pets that do not need to be quarantined will be released if deemed clinically healthy and if all import requirements are met.

Animals subject to quarantine

Pets that require quarantine will be held at CAPQ after the inspection. An AVA-appointed transport service will be arranged to send your pet to Sembawang Animal Quarantine Station (SAQS) to undergo quarantine. 

A transport fee of S$74 per dog, cat or consignment of small mammals will apply.

All animals brought into Singapore by road will have to undergo inspection at the AVA Office at Tuas Checkpoint.
